長(zhǎng)期以來，政府十分重視企業(yè)管理信息化工作，將此作為“以信息化帶動(dòng)工業(yè)化”戰(zhàn)略中的重大舉措，大力推動(dòng)企業(yè)，尤其是國有大中企業(yè)，積極采用企業(yè)資源計(jì)劃(ERP)、供應(yīng)鏈管理(SCM)和客戶關(guān)系管理(CRM)等先進(jìn)信息化管理系統(tǒng)。為指導(dǎo)該項(xiàng)工作的健康發(fā)展，2001年我們?cè)诮K省計(jì)劃發(fā)展委員會(huì)的支持和參與下，對(duì)省內(nèi)100多家大中型企業(yè)管理信息化的應(yīng)用現(xiàn)狀和今后打算進(jìn)行了問卷調(diào)查，并對(duì)重點(diǎn)企業(yè)進(jìn)行了深入地實(shí)地考察。現(xiàn)將存在的主要問題和建議的措施和途徑作簡(jiǎn)要介紹。
一、當(dāng)前企業(yè)管理信息化存在的主要問題
1．相當(dāng)數(shù)量企業(yè)對(duì)實(shí)施先進(jìn)信息化管理系統(tǒng)的重要性認(rèn)識(shí)不足，實(shí)施此類系統(tǒng)的主動(dòng)性不強(qiáng)，系統(tǒng)實(shí)施仍然處于自發(fā)狀態(tài)，存在一定盲目性。
2．企業(yè)改制和現(xiàn)代企業(yè)制度建設(shè)進(jìn)程比較緩慢，企業(yè)的落后管理模式與信息化管理系統(tǒng)的先進(jìn)管理理念相沖突，觀念更新、企業(yè)業(yè)務(wù)流程重組和組織重組的任務(wù)非常繁重。
3．企業(yè)信息化管理系統(tǒng)的軟件市場(chǎng)較為混亂，市場(chǎng)制度建設(shè)滯后；軟件價(jià)格高，對(duì)環(huán)境要求高，超出相當(dāng)數(shù)量企業(yè)的經(jīng)濟(jì)承受能力和管理基礎(chǔ)環(huán)境；軟件商的服務(wù)與企業(yè)的要求有較大差距，在實(shí)施過程中，企業(yè)需要依賴于軟件商提供更全面和完善的服務(wù)，但大多數(shù)軟件商提供的服務(wù)仍然停留在“以我為主”的理念，缺乏實(shí)施信息化管理系統(tǒng)的專業(yè)咨詢機(jī)構(gòu)。這樣，在系統(tǒng)實(shí)施過程中企業(yè)缺少可依賴和可靠的指導(dǎo)者、權(quán)益維護(hù)者和風(fēng)險(xiǎn)分擔(dān)者，不利于系統(tǒng)的推廣應(yīng)用。此外，還缺乏軟件開發(fā)人才和應(yīng)用人才。調(diào)查中，有60％的企業(yè)認(rèn)為缺乏相關(guān)技術(shù)人才和人才流失是制約系統(tǒng)應(yīng)用的關(guān)鍵因素；軟件開發(fā)人才的缺乏，同樣制約了管理系統(tǒng)軟件的“本土化”進(jìn)程。
5．政府對(duì)信息化管理系統(tǒng)應(yīng)用的引導(dǎo)和支持不夠系統(tǒng)、不夠有力。存在多頭管理的情況，計(jì)委、經(jīng)貿(mào)委、科技管理部門等都分別有自己的鼓勵(lì)和扶持政策，相互協(xié)調(diào)不夠。
二、推進(jìn)企業(yè)管理信息化的措施和途徑
針對(duì)上述情況，為實(shí)現(xiàn)企業(yè)管理信息化的戰(zhàn)略目標(biāo)，應(yīng)進(jìn)一步明確推動(dòng)先進(jìn)信息化管理系統(tǒng)應(yīng)用的最終目標(biāo)是提高企業(yè)的競(jìng)爭(zhēng)力，而政府的推動(dòng)應(yīng)側(cè)重于營造有利于系統(tǒng)應(yīng)用的行業(yè)和社會(huì)環(huán)境，這是設(shè)計(jì)政策措施的總體思路。
政府推動(dòng)企業(yè)管理信息化的措施和途徑有以下三個(gè)方面：
1．通過有效的政府行為，進(jìn)行直接倡導(dǎo)和推動(dòng)——政府舉措
(1)進(jìn)一步明確推動(dòng)企業(yè)管理信息化的戰(zhàn)略意義，將推動(dòng)系統(tǒng)應(yīng)用納入發(fā)展規(guī)劃，并切實(shí)加以落實(shí)。
(2)政府適當(dāng)投入，建立并逐步完善支持系統(tǒng)應(yīng)用的宣傳、交流、研究的信息溝通系統(tǒng)。
（3)努力培養(yǎng)積聚軟件開發(fā)的相關(guān)人才。教育部最近在全國批準(zhǔn)一批高校成立軟件學(xué)院，就是這方面的重大舉措。
(4)積極鼓勵(lì)、推動(dòng)軟件開發(fā)商、用戶與學(xué)術(shù)界的聯(lián)合或合作，研究和開發(fā)適合我國國情和具有競(jìng)爭(zhēng)力的先進(jìn)的管理系統(tǒng)軟件產(chǎn)品。
(5)建立并逐步完善支持先進(jìn)管理系統(tǒng)應(yīng)用的培訓(xùn)系統(tǒng)。為此，可以采用選拔、委托，授權(quán)中介機(jī)構(gòu)或直接組織等形式，利用社會(huì)資源，并需要精心規(guī)劃和設(shè)計(jì)。
(6)建設(shè)系統(tǒng)應(yīng)用的示范工程。注意對(duì)示范工程的跟蹤評(píng)價(jià)并引入滾動(dòng)機(jī)制，確保示范工程的示范性。
(7)要有直接的政策激勵(lì)(直接政策激勵(lì)通常包括政府補(bǔ)貼、政府采購、稅收優(yōu)惠和貸款安排等)。這類激勵(lì)政策可能在短期內(nèi)產(chǎn)生較明顯的效果，但亦可能產(chǎn)生負(fù)面效應(yīng)，因此只能將其作為推動(dòng)系統(tǒng)應(yīng)用的輔助手段。此外，要采取措施確保有限資源的合理使用。
2．通過行政影響軟件供應(yīng)商行為——供應(yīng)商行為

3．通過政府影響管理系統(tǒng)用戶的行為——用戶行為
(1)加快企業(yè)改制和現(xiàn)代企業(yè)制度建設(shè)步伐。先進(jìn)軟件系統(tǒng)在企業(yè)的有效應(yīng)用直接要求企業(yè)在戰(zhàn)略、組織、文化等深層面的變革與之相適應(yīng)，重要的是要保證事業(yè)責(zé)任心強(qiáng)、注重學(xué)習(xí)、勇于和善于領(lǐng)導(dǎo)變革的領(lǐng)導(dǎo)者走上崗位，并使他們具備推動(dòng)變革必要的權(quán)力和影響力。
(2)積極推進(jìn)企業(yè)管理現(xiàn)代化和提高管理系統(tǒng)建設(shè)水平。政府對(duì)企業(yè)，特別是國有企業(yè)在管理現(xiàn)代化方面的投入應(yīng)給予充分肯定，除財(cái)務(wù)指標(biāo)外，企業(yè)管理系統(tǒng)建設(shè)方面的進(jìn)步亦應(yīng)考慮作為其業(yè)績(jī)考核的一個(gè)重要方面
(3)充分認(rèn)識(shí)和遵循先進(jìn)信息化管理系統(tǒng)應(yīng)用的規(guī)律。“一把手”要有高度的責(zé)任感和使命感，要積極試點(diǎn)推進(jìn)企業(yè)首席信息執(zhí)行官制度。

針對(duì)上述情況，為實(shí)現(xiàn)企業(yè)管理信息化的戰(zhàn)略目標(biāo)，應(yīng)進(jìn)一步明確推動(dòng)先進(jìn)信息化管理系統(tǒng)應(yīng)用的最終目標(biāo)是提高企業(yè)的競(jìng)爭(zhēng)力，而政府的推動(dòng)應(yīng)側(cè)重于營造有利于系統(tǒng)應(yīng)用的行業(yè)和社會(huì)環(huán)境，這是設(shè)計(jì)政策措施的總體思路。
政府推動(dòng)企業(yè)管理信息化的措施和途徑有以下三個(gè)方面：
1．通過有效的政府行為，進(jìn)行直接倡導(dǎo)和推動(dòng)——政府舉措
(1)進(jìn)一步明確推動(dòng)企業(yè)管理信息化的戰(zhàn)略意義，將推動(dòng)系統(tǒng)應(yīng)用納入發(fā)展規(guī)劃，并切實(shí)加以落實(shí)。
(2)政府適當(dāng)投入，建立并逐步完善支持系統(tǒng)應(yīng)用的宣傳、交流、研究的信息溝通系統(tǒng)。
（3)努力培養(yǎng)積聚軟件開發(fā)的相關(guān)人才。教育部最近在全國批準(zhǔn)一批高校成立軟件學(xué)院，就是這方面的重大舉措。
(4)積極鼓勵(lì)、推動(dòng)軟件開發(fā)商、用戶與學(xué)術(shù)界的聯(lián)合或合作，研究和開發(fā)適合我國國情和具有競(jìng)爭(zhēng)力的先進(jìn)的管理系統(tǒng)軟件產(chǎn)品。
(5)建立并逐步完善支持先進(jìn)管理系統(tǒng)應(yīng)用的培訓(xùn)系統(tǒng)。為此，可以采用選拔、委托，授權(quán)中介機(jī)構(gòu)或直接組織等形式，利用社會(huì)資源，并需要精心規(guī)劃和設(shè)計(jì)。
(6)建設(shè)系統(tǒng)應(yīng)用的示范工程。注意對(duì)示范工程的跟蹤評(píng)價(jià)并引入滾動(dòng)機(jī)制，確保示范工程的示范性。
(7)要有直接的政策激勵(lì)(直接政策激勵(lì)通常包括政府補(bǔ)貼、政府采購、稅收優(yōu)惠和貸款安排等)。這類激勵(lì)政策可能在短期內(nèi)產(chǎn)生較明顯的效果，但亦可能產(chǎn)生負(fù)面效應(yīng)，因此只能將其作為推動(dòng)系統(tǒng)應(yīng)用的輔助手段。此外，要采取措施確保有限資源的合理使用。
2．通過行政影響軟件供應(yīng)商行為——供應(yīng)商行為
(1)建立和維護(hù)開放高效的行業(yè)環(huán)境，限制地方保護(hù)等形式的不公平競(jìng)爭(zhēng)，在開業(yè)、融資，人才供給、信息獲得、研究咨詢等各個(gè)環(huán)節(jié)，通過社會(huì)、市場(chǎng)系統(tǒng)的不斷完善，營造良好的投資環(huán)境。

(5)建立高水平的系統(tǒng)應(yīng)用的咨詢機(jī)構(gòu)。要求專業(yè)咨詢機(jī)構(gòu)具有較好的跨學(xué)科的知識(shí)結(jié)構(gòu)，除了能給予企業(yè)以正確的系統(tǒng)實(shí)施方法的指導(dǎo)外，還能根據(jù)不同企業(yè)的特點(diǎn)給予系統(tǒng)規(guī)劃、流程重組、軟件選型、風(fēng)險(xiǎn)控制、項(xiàng)目組織實(shí)施等全過程的幫助。政府還可以通過行業(yè)指導(dǎo)委員會(huì)等積極推進(jìn)面向系統(tǒng)有效應(yīng)用的咨詢服務(wù)。
3．通過政府影響管理系統(tǒng)用戶的行為——用戶行為
(1)加快企業(yè)改制和現(xiàn)代企業(yè)制度建設(shè)步伐。先進(jìn)軟件系統(tǒng)在企業(yè)的有效應(yīng)用直接要求企業(yè)在戰(zhàn)略、組織、文化等深層面的變革與之相適應(yīng)，重要的是要保證事業(yè)責(zé)任心強(qiáng)、注重學(xué)習(xí)、勇于和善于領(lǐng)導(dǎo)變革的領(lǐng)導(dǎo)者走上崗位，并使他們具備推動(dòng)變革必要的權(quán)力和影響力。
(2)積極推進(jìn)企業(yè)管理現(xiàn)代化和提高管理系統(tǒng)建設(shè)水平。政府對(duì)企業(yè)，特別是國有企業(yè)在管理現(xiàn)代化方面的投入應(yīng)給予充分肯定，除財(cái)務(wù)指標(biāo)外，企業(yè)管理系統(tǒng)建設(shè)方面的進(jìn)步亦應(yīng)考慮作為其業(yè)績(jī)考核的一個(gè)重要方面
(3)充分認(rèn)識(shí)和遵循先進(jìn)信息化管理系統(tǒng)應(yīng)用的規(guī)律。“一把手”要有高度的責(zé)任感和使命感，要積極試點(diǎn)推進(jìn)企業(yè)首席信息執(zhí)行官制度。
